Ms Shrawani Shagun

Research Fellow

Shrawani Shagun is a legal academic, researcher, and advocate with a primary focus on space law, international law, and environmental governance. She holds a B.B.A LL.B. (Hons.) from ICFAI University, Dehradun, where she graduated as a Gold Medalist and an LL.M. from the University of Delhi. She has held positions as a Visiting Faculty at premier Indian institutions, including the National Law School of India University (NLSIU), Bengaluru and the National Law University, Delhi. Her prior academic experience includes serving as a Seminar Course Instructor at Xavier Law School and an Assistant Professor at Mody University of Science and Technology. Before transitioning into academia, she practised as an Advocate at Actus Legal Associates in New Delhi.

Ms Shagun is active in international space policy leadership. She serves as the National Point of Contact for India at the Space Generation Advisory Council (SGAC) and is a Member of the International Institute of Space Law (IISL) Working Group on the Moon Agreement, contributing to reports on lunar governance for the UNCOPUOS Legal Subcommittee and Working Group on the Legal Aspects of Interplanetary Internet. She was a Max Planck Scholarship Guest Researcher in Luxembourg in 2023 and is a Legal Research Member for the Association for International Legal Research on Space Sustainability.

As a recognised expert, she is frequently an invited speaker, moderator, and panellist at major global conferences. Her key engagements include moderating panels at the Global Space Exploration Conference (GLEX) 2025, presenting at the UN/Austria Symposium, and chairing a panel on climate change and security at the 1st International UNITAR Research Conference in Bonn, Germany. She is also a prolific author in both academic journals and Newspaper. Her work has been featured in The Hindu, Bar & Bench, Space Watch. Global, the Cambridge Journal of Climate Research, and the Journal of Space Law etc. Her research addresses critical modern challenges, including space debris, climate security, sustainable space exploration, the legality of asteroid mining, and the governance of emerging technologies like autonomous satellites and space-based solar power.
