Introduction
Operation Sindoor was more than a military confrontation for Pakistan. It was a force-structure diagnostic. The May 2025 conflict showed that the India-Pakistan equation has been permanently altered. The manoeuvring space between sub-conventional and nuclear conflict has suddenly expanded, giving both sides additional kinetic options. Precision strike, long-range air-to-air missiles, integrated air defence (AD), electronic warfare (EW), unmanned systems, persistent surveillance and networked command-and-control (C2) have become essential cogs in the war-making machinery. While platforms remain important, their effectiveness increasingly depends on how well they integrate into a larger system. Pakistan appears to have drawn its own conclusions.
Post Op Sindoor, Pakistan’s response has been characterised by a noticeable acceleration in defence expenditure, an expansion of its conventional missile architecture, renewed emphasis on air power, interest in fifth-generation fighters and airborne early warning, greater incorporation of unmanned systems, and the creation of a dedicated Army Rocket Force Command (ARFC). Alongside this military response has emerged a new strategic layer comprising deeper defence, industrial and security ties with China and Türkiye, and, importantly, the Makkah Joint Defence Agreement (MJDA) with Saudi Arabia and Türkiye.[1] The result is not simply a larger and more modern Pakistani military. It is the beginning of an entirely different military architecture. The critical question for India, therefore, is not what Pakistan is buying, but what military system it is trying to build.
The Force-Structure Diagnostic: 88 Hours of Introspection
During Op Sindoor, Pakistan Air Force (PAF) had a reasonably sophisticated air-defence and air-combat architecture. The PAF possessed J-10CE fighters, JF-17s, F-16s, airborne early warning and control (AEW&C) aircraft, ground-based air-defence systems (HQ-9, HQ-16) and Chinese-origin long-range air-to-air missiles. Yet the conflict highlighted a fundamental problem. Pakistan could contest the air domain, but contesting it is not the same as controlling it. Its dependence on a relatively small number of high-value platforms meant that attrition, stand-off engagement and the degradation of sensors or command networks could have disproportionate effects. While Pakistan attempted to generate mass through Unmanned Aerial Vehicles (UAVs) and small drones, they were more of a nuisance value than being tactically effective. The conflict has thus reinforced several imperatives for Pakistan: –

The need for greater stand-off ranges.

Larger inventories of precision weapons.

Increased number of fighters and sensors.

More effective Unmanned Aerial System (UAS) strike options.

A more resilient and networked air defence (AD).

Persistent unmanned surveillance and effective strike capability.

An independent conventional deep-strike capability.
-
Greater redundancy in command and control (C2).

Better integration of sensors, shooters, electronic warfare and decision-making.
The answer emerging from Islamabad is increasingly a system-of-systems approach. The fighter is no longer being viewed in isolation. The fighter, missile, Airborne Early Warning and Control (AEW&C) aircraft, UAVs, ground-based AD systems, electronic-warfare assets, sensors, and C2 networks are becoming components of a larger operational architecture. This is the most important aspect of Pakistan’s post-Sindoor modernisation.
Crunching the Numbers
Evidence suggests Pakistan has consistently increased the resources available for this transformation. The Stockholm International Peace Research Institute (SIPRI) estimates that Pakistan’s military expenditure has increased by 11 per cent in 2025 to USD 11.9 billion.[2] SIPRI also notes that the increase was partly linked to new aircraft and missile orders from China following the May 2025 conflict, along with payments for earlier procurement programmes.[3] The Pakistani budget provides an even more revealing indicator. For the Financial Year (FY) 2025–26, Pakistan increased its defence allocation to PKR 2.55 trillion, a 20.2 per cent increase over the preceding year’s PKR 2.122 trillion.[4] Of this, PKR 663.1 billion was allocated for physical assets—arms and equipment—a rise of approximately 21 per cent.[5] During the current FY, the increase has become more apparent. Pakistan’s FY2026–27 defence allocation rose to approximately PKR 3.01 trillion, while the allocation for physical assets increased from PKR 663.1 billion to PKR 925.8 billion, a 39.6 per cent increase.[6] Notably, the allocation towards physical assets has risen sharply over the past three years. However, SIPRI data should be interpreted carefully because its figures are calendar-year estimates and do not isolate expenditure before and after May 2025. Pakistan’s fiscal-year budgets are therefore a better indicator of the immediate post-Op Sindoor response.
The Shopping Cart
Pakistan’s shopping cart (Table 1) is fairly interesting and reveals a clear pattern. Pakistan’s focus is not just on numbers but on contemporary and futuristic technology.
